He played college football for Penn State University.

Although born in Philadelphia, Pennsylvania, Kugler was raised in Cherry Hill, New Jersey[1] and was a football lineman at Cherry Hill High School East.[2]
Kugler is the son of George F. Kugler Jr., who served as New Jersey Attorney General from 1970 to 1974. His brother Robert B. Kugler is a judge of the United States District Court for the District of New Jersey.[3]

Kugler is survived by his wife; two sisters; a stepbrother; and four sons. One son, Peter D. Kugler, of Littleton, Colo., played professional football for several years, including in three Super Bowls with the San Francisco 49ers. Another son, Robert Kugler, is a federal judge who was confirmed by the Senate in 2002.
